It could be almost anything from drilling a whole new well to simple wireline cleaning, depending upon the condition of the well bore when it was abandoned 20 to 25 years ago. If casing was set and the well perforated, but was shut in because no pipeline was nearby, then probably just remove the temporary plug, clean out the hole, maybe some acidizing and then start producing. If there was no pipe set in the hole before it was abandoned, you may not even have a well bore anymore and you would probably have to twin the hole. Or it could be something in between.
