This may not be a bad thing.
If Massachusetts can limit those to have traditional beliefs, I'm guessing the more conservative states can decide that homosexuals shouldn't be allowed to foster or adopt.

They really shouldn't. Is it more beneficial to a child to be raised by normal hetero parents or a few gay/pedo/trannies?
