All feelings aside. Did the CARES Act provide funding to states to facilitate ballot harvesting, mail in voting, etc. or not?

It's an honest question we need to ask. Because this is a pattern with Republicans in general, and probably my biggest frustration, and why I can hardly take anything they say serious at all.

They all talk a huge game, but then when there is actually an opportunity to defund or take away something we don't like, they all line up and fund it every single time.
