If traffic is actually backed up headed east it's actually faster to take 110N, exit at first exit, follow the Uturn under the overpass at 40ish. Remerge onto i110S at 70 and head to the far left lane.

If you catch the light, you're either screwed...or you treat it like a four way stop because the lights are mistimed on that street from both opposing directions. Most light cycles have zero traffic from either direction because of it.
