The Sec of State (a separately office elected statewide and no beholden to the Gov) and the Attorney General (a separately office elected statewide and no beholden to the Gov) had the authority to investigate voter fraud prior to 7/1/2021."

The only person who could have done somthing in 2020 was Raffensperger. Since 2020, that has changed with the 2021 election law.
