We did not have to have more than a couple in waiting. . Two was enough. We are talking nuclear weapons where the first two killed approx 250,000 people and mostly civilians. A small country can not absorb many of these.
Prior to the two atomic bombs the US had conventional bombed and fire bombed 64 Japanese Cities.

"But it wasn't like we had enough fissile material to bomb Japan every three days for the rest of August."
Why in the world would the US have needed to atomic bomb Japan every 3 days?
