If we’re talking air-dropped munitions then Ukraine lacks the platforms to deliver them. They’ll end up dismantling them and using the bomblets on drones and it’ll be far less effective than when used as an area denial weapon. I’m not sure about the stockpile of artillery based cluster munitions like ATACMS which would bring devastating fires but not enough. We barely have any of them and furthering our stockpile would be disastrous.

The simple fact here is that Ukraine can’t win.
