If you want a pool to cool down you need to expose the water to cooler air by some means.
By running the fountain or sprayer in the night air it cools down the water because the ambient temp is lower than it would be during the day.
Its cycling the water from lower in the pool that would take longer to cool down to the (relatively) colder surface temps.
