Here is the article that is the OP's source BUT THIS IS SILLY NONSENSE.
It's a weird AI generated article that has a bunch of sentences that are more-or-less grammatically correct but are just meaningless noise in paragraph form.
It starts by saying that there is a college world series limit of 115 and a postseason limit of 110 and continues pulling random sentences and numbers from articles and stories about baseball.
The thresholds quoted above seem to have been pulled from the rules for Texas highschools.
