Seeing how I was 13 in the spring testing season of 1990, and my youngest is 13 right now, I'd have to say there must be "a bunch a reely dum utter students cuz were all reely gud at rithmatic an reeding, to."
I think there's probably also a tie to age cohort size/timing... mid 70s saw the lowest birthrates ever to that date, only to be eclipsed by the late 2000s. That's probably tied to economic opportunities (un)available to parents that lingered throughout their children's early lifetimes, not even counting any additional Covid BS.
