My wife drives an older Yukon xl with the 6.2 v8. Averages around 14-15 mpg and she doesn't use remotely close to 83 gallons per month.

83 gallons/month at 15mpg is 15,000 miles per year, which is well above the average most people drive. 200/year is absolutely punitive. They're taxing a small and medium sized cars worse than big arse, gas guzzling suvs.
