The way I read it is that they have to also pay the $200 in that same year as well as the next year even if they just paid the $400. Is that wrong?

It’s definitely worded poorly, but if you look at the actual bill text it shows the $400 is for new vehicle registration (and links to that subsection) where it states it’s for 2 years. They don’t have to pay again until they renew 2 years later in which it just behaves as the annual $200 fee.

It honestly makes sense that way seeing that’s how they typically handle new vehicle registrations. You pay your fees and get 2 years instead of just one. Only the fees this time are inflated by the $400.
