Obviously, his visit was the impetus that allowed the Shanghai Communique but as it often does with multi-language agreements it comes down to translation. We used the word "acknowledge" vs the word "accept" but the Chinese word used in the translation strongly indicates "accept".

I have always thought normalizing relations with China was a mistake but you never know with the butterfly effect (which could have been the condor effect here) it could have pushed Russia and China together and we might still have an active wall in Berlin which could be a good or bad thing depending on how things panned out over the last 30 odd years.
