Some responses are definitely not proportional to the original stimulus.
So easily we recognize the ratio of FA:FO is not linear.
To attempt to graphically express the outcomes, I would estimate it to be in practice more along the lines of a spatial network (aka a geometric graph).

And can widely vary upon region, population, and window of tolerance.
Exhibit A: Kids ding dong ditch a younger couple with kids of a similar age. Kids probably have their parents contacted or get a stern “talking to”.
