all rates were reduced, the trick was the loss of the Fed taxes paid deduction for higher income folks. folks in the lower tiers of the La tax bracket likely benefit from lower state rates since they didn’t lose as much via the Fed tax deduction. Gov at all levels penalizes successful people.
