If I am relieving someone then I make sure I am there in enough time so they can leave on time. Socially we base it on how our youngest is. If he is good and ready early, we go early. No use bringing him somewhere if he isn't ready or happy and if he is ready you better take you chance to get on the road.

Having a special needs child or family member excludes you from the discussion. I think OP was asking about people who don't really have any valid excuse for their lack of punctuality.
