I mean when you do bicycle kicks, crunches w/ twists, or anything that is more than a standard crunch/sit up, you will be activating more of your body, so you are correct to a point.

Ideally, you do more full body work to work muscles everywhere that help keep fat off all areas.

Find a guy called V-Shred on Youtube and do his 15 minute ab workouts to have a six-pack in no time!
