No, they should be 12-13% of all commercial actors.
Also, commercials will vary by region. The country is 13% black but some states, like Louisiana, will be more. Part of the overrepresentation might be explained by this, depending on where you live.

China actually operates this way with public housing. It works but I wouldn't want us to operate that way. Best person for the job should be hired and not because of an agenda. I don't care about the Little Mermaid being black. Tell me she was the most talented and I am good with it. Tell me you hired her because of agenda and I'll disagree and think that is insulting to her
