I see this go pretty much unchallenged in this thread - is this a new number??
I recall the number 18% at "THE" percentage that was tossed around all the time.
Has there been a demographic shift? or is this just a new number tossed out??
IS there a definitive factual representation of the black population in America today??

18% is the number that are NOT incarcerated or on the lam and being hunted by bail bondsmen.....
