I've had the misfortune of meeting her once, and she seemed tipsy for sure. It was also a random Tuesday or Wednesday at about 4:30pm
I don't know her speech patterns or behavior behind closed doors normally, so I can't say just how far along she was. But she was definitely cackling, goofy, loudmouth level tipsy

Yes, and since I realized she is an alcoholic, it has given me more clarity on her behavior. I have gone from disdain to pity.
