Not really, it's been an over produced mess since the 90's. Sadly, the Super Bowl isn't produced for football fans, because they're watching it anyway. It's designed to draw in people that never watch football.

I think the difference these days is a lot of the people that only watched for the halftime show and commercials are skipping it because they release the commercials in advance and you can watch the halftime show on the internet within minutes after it's over.
