Not sure the exact facts of the petition, but I would think until the petition is submitted, it’s not public record. But once it’s submitted, it is indeed public record and the government must release the document. But do the private citizens who organized the petition have to release the document?

Yep. I guess they could try to pretend they don't have any signatures if they don't get enough, but that's probably some legal shite there too.
