Only reason that happened was you had a tech boom, low inflation, and Republicans controlling spending. Taxes were rolling into the treasury. We still hadn’t reached the baby boomers collecting their social security payments. So a lot of those surpluses were the difference of more social security taxes being collected than paid out by the treasury. Now we are reaching the Overton window where social security payments are increasing above taxes bing collected.

Back to Clinton, only reasons he got re-elected were that he wheeled and dealed with Republicans so he came across as a moderate, Bob Dole came across as old man, and Ross Perot splitting the vote.

Otherwise a Republican gets elected in 1996 and would 9/11 still have occurred. Now that is a rabbit hole what if 9/11 didn’t happen or was stopped prior. Do we still invade Iraq, Afghanistan? That notion reminds me of the show Sliders.
