I just think this is a typical fairy tale borne from western hubris, stop me if you've heard this before:

"We think ______'s dissent with _______ is at an all time high, if we eliminate the regime/leader the aggression will dissipate and citizens will jump on the chance to return to normalcy and relations with the international community."
