Don't you mean eugenics is a more possible or probable "final solution" in an authoritarian state? In your scenario of government, who makes the "Eugenics" call? When? Under what circumstance?
Btw....The Livestock "principle" (or ethic) is precisely how the Overlords have always regarded the Slave-Servant class of "Useless Eaters."
