I think somethings can be done to curtail lots of bad stuff in tiger land. There are police officers typically in the parking lots. They don’t arrest drunken college students unless there is some sort of fight. And I get that. work with the police to be more proactive. Warn every drunk that if they are witnessed getting behind the wheel they will be immediately arrested and follow through on that. Station police officers and do more sobriety checks. Have police officers do as much as they legally can to get pedestrians on foot in a stupor to call an Uber. You can’t force them. But you sure authority to “force“ them. And if you see a person alone or with one other potion and who appear to be in a stupor, force them to call an Uber. Basically have police play the role of parents outside of these shitty arse bars
