It’s simpler than that.

Allow players to transfer but they have to sit a year, but it doesn’t count against eligibility and it does immediately count against receiving schools scholly limit.

You aren’t punishing the kids as they still retain eligibility but you disincentivize this transfer craze.

Only every other sport where athletes get paid, they are required to stay there for the length of the contract. No other sport has unrestricted free agency every year.

Unfortunately, the cat is out of the bag. It’s time to stop pretending like these aren’t paid professional athletes.
