Everything "should" be clear by then, but be sure to check before you go - this round after round of storms is blanketing our area.
Lassen is OK. Not nearly as beautiful as Tahoe or Yosemite, and if you aren't in the area I would not say worth the drive. Tahoe in July is just amazing.

I’d avoid SF especially if you’re driving. Getting around the Bay Area is very difficult by car.
There’s also the influx of homeless everywhere. You’ll be fine checking off big cities with LA and SD.
Eating out will be very expensive in CA. The boyfriend and I dropped almost $180 for two of us for lunch, dinner, and breakfast in Long Beach the day before getting on our cruise ship.
