I did not, so I ran the numbers.

There are 2.4 * 10^15 gallons in the top one inch of the oceans.

The keystone pipeline moves about 40,000,000 gals/day.

So, it would take 167,000 years for keystone to move the top 1”.

Interestingly, if spread out over Antarctica, it would only be a depth of two feet
