You're right, it wasn't a lunge. It looks like he was leaning forward to say something to Gaetz when Hudson started holding him back. He was not happy with Gaetz but it doesn't look like he was lunging at him. This Tweet shows what happened but it's towards the end of the clip at the 1:22 mark you'll see Rogers walking over from the left corner.

He got real fierce once is was clear he was being held back and he knew he had an excuse for not acting on it.
