Are there laws or anything regulating this?
I had this same problem and after repeated discussions with the offender, I had to do the unimaginable... report it to the HOA.
The homeowner made a bunch of excuses about not being able to reach the light, so I offered to adjust it for them. I lowered the detection range to medium, changed the mode to motion, and adjusted the duration to 5 minutes. Problem solved.
Your last resort may be to file a report. You may have to call in a complaint to code enforcement and have them come out to see if there is anything that they can do to help.
