No, intent and context are 2 factors that can lead someone to believe that speech is racist.

Good luck defining race on this issue. It’s essentially about skin color, right? If the skin color of the speaker is the sole determining factor, then let’s get into Sage Ryan’s white heritage. He may not be as white as Barack Obama, Derek Jeter, or Pat Mahomes, but his mom definitely has some white heritage.

Do we need a black high council that determines who can and can’t use the n-word?
