How does the star rating thing work?

The list on the recruiting board shows we have four 5 stars (Sampson, Heard, Womack, Brown), but all of the ranking services are only showing Heard as a 5 star.
Please shed some light on this for dumb ol me.

If you are a 5 star on any jack leg service then you are a 5-star on this board.
