Because he didn’t want his enviro-commie base finding out that behind the scenes. Politically, he knows swing voters will not appreciate heavy restrictions that don’t allow oil & gas industry to conduct business. Democrat members of Congress in purple districts become vulnerable.

However, he’s also scared of his far left, environ-commie base. So he’s trying to maneuver in a way that he and his handlers believe gives the Democrats the best way to stay in power.
