Essentially, New Orleans has this with NOPD. The sheriff’s primary responsibility now is to run the jail, keep the courts safe, and deliver court papers in Orleans parish.
I can remember at a time Orleans Parish had two Sheriff’s. One for Criminal and one for civil. After Katrina they eliminated the civil sheriff office and merged it with the criminal sheriff putting it online with the other 63 parishes, except that criminal cases are investigated by NOPD because the city of New Orleans occupies the entire parish of Orleans.
What gets me too is that there are also a Levee Police forces for the Levee Districts on the East and West Bank, how much crime is happening on the levee that you need an entire police force. I think some of these officers also supplement NOPD in areas for extra patrols when hired for OT. Must be a sweet gig if you can get there in your law enforcement career.

EBR is a perfect use case for a metro police department. Think Las Vegas and Nashville. There is no reason to have BRPD, Zachary PD, Central PD, etc.
