You can but it’s not a given.
You typically put the claim directly against the other insurance company if he is clearly at fault, just filing the incident with your for their awareness.
Because the other company is refusing to cover, you are still left holding the bag.
Oh, and congrats, your rates prob will go up in spite of not being at-fault.
