I know from first hand experience that in LA if you cancel your Insurance the dmv is notified. You have a very small window to cancel the registration/plate before they flag your license for having an uninsured registered vehicle.
So if you cancel the plate first, you won’t have the possibility of running into this problem.
ETA I work for an insurance company and I was dumb enough to sell an old jeep the same week I moved and forgot to cancel the plate once I cancelled the insurance. Got popped for a hefty fee when I renewed my license.
