The Bammer has his left hand holding Perkins’ jersey and the right hand on his facemask. Perkins his hitting the guy’s arm to free it.
As Bryce begins to run you see Perkins’ helmet jerked to the left in the pic away from Bryce.
When Perkins frees himself the guy grabs his jersey and takes him down.
Those first three pics will never be called holding. They are allowed to grab inside the shoulder pads. The last pic with the wrap on the neck could have been called. The key is the arm extension.
I am as homer as anyone that was not as blatant as you say. Go back and look at 2016 on Hurts TD run in a 10-0 game. Bo Scarborough tackled Lewis Neal from behind...

Blow up the pics. The guy has his hand under Perkins facemask. That’s not his Jersey. Live you can see his head jerk as Bryce goes by. In these pics you can see the guys hand and Perkins looking away from Bryce when he was right next to him. He was looking away bc the guy was holding on the the facemask

You say this but I remember very specifically they called a hold on us on a run around the right side for a block that was completely between the numbers with no visible jersey pull

WRONG.
They are allowed to hold inside the shoulders of the defender. #54 clearly has his right arm on the outside of Perkins' arm and his hand on top of the pads.
His left hand is grabbing the back of Perkins' pads/jersey. That is HOLD.
As the play progressed, #54's right arm slid over to Perkins' facemask as Perkins was trying to free himself.
After the facemask Perkins was being pulled down by his right arm.
That cost us at least 4 points and maybe 7, since a penalty would have moved them to about midfield. They would have needed 20+ yards on 3rd down to get within field goal range.
