I do and it could be maintained with under 100 people. That is being extremely generous as well. This will include the security team
If you want to add enhancements, then I give you another 100 for devs and QA.
That is generally what you might need from an IT side and I did some extreme padding.
He could possibly run it with 2,000 employees, but that would be the bare minimum and only because he may outsource some functions. No telling if he wants to actually save money / streamline or simply look to sink his own investment.

Apparently you know nothing about me or the line of work I have been in since the 90s.
It is so much easier now with these dumbed down systems, than the actual real work we had to do back in the day.
Twitter, while large volume, is a very basic system when it comes to complexity.
