Holy shite that is awful. Infuriating there are drivers like that. I've seen it in the morning in school zones even.

This was a multi-lane street (at least close to Burbank with map I am using). If lane Range Rover used was a legal thru lane not a turn only lane or opposing traffic lane the biggest thing is the running after the hit. It’s possible that outside of something already illegal going on in or with black Range Rover that had person not run they wouldn’t be charged.

If what others have said about it not being well lit making less likely people are seen I am going to wait to cross until I can see all directions as clear and not rely on one car flashing me to go who can’t control other lanes. A car crossing from a side street or parking lot exit in front of flashing lights car will be at fault if gets hit by a car in other oncoming thru lane.

Edit: I may have read article saying off Burbank a little too strictly along with some in thread mentioning Ben Hur intersection with Burbank. Closer to Burbank is where Ben Hur looks to have multiple lanes (not just the turn lanes that are also there), but it is only two lanes west of that area to Nicholson. Still not sure exactly where accident happened.
