While it would be entertaining to see DLinemen try and pick up RBs and run them back 20 yards to the end zone for a safety, I think the general idea of forward progress is a good rule. I do, however, agree with the OP that if the player comes back on his own (even the WR catching the ball in the air coming back toward the LOS) it should be where he is tackled.

That is the current rule.
