Nobody is supposed to be living in it. Its meant to host and entertain guests visiting to conduct some sort of business or political dealings with the city
Isn't that what people have offices and conference rooms for, to do business there?
I don't get the need for an apartment at all. I'm sure it's commonplace(not the mayor living there lol) but I guess I'm missing something, unless the guests are sleeping there, but I read it as they weren't.
