Because its a violent sport. Imagine top 3 LSU having to play crappy mizzu in SEC title game and then two more games in playoffs to two loss teams that have no shot. That's three extra games with all the possible injuries just to get to a title game. Would be no fun losing some of your top guys or your QB to teams that where never really in the hunt.
And it will probably be expanded again because its only about money.

Why then does it work so well in Division II? Do they not battle injuries in DII?
Injuries to one of the 22 on the field is the reason why Rosters are as big as they are.
I wouldn't be opposed to having larger rosters to support the additional games. Hell, get rid of so many non-conference games and add another bye week.
