They have a seawall and levees. It was built because the town is on a salt water marsh and they've always had issues with tidal and river flooding.

Climate change is a concern and a contributing factor, but we have got to be less stupid with how and where we build our cities and towns. We build massive, ever-sprawling metroplexes in the central and southern US and wonder why we get more deadly tornado strikes. We build hotels and condos on every fricking foot of frontage in the Florida panhandle and Gulf Shores and wonder why hurricanes are more costly. We build levees and wonder why the cities they protect are sinking. We build entire cities in the middle of the fricking desert and wonder why our reservoirs are running dry.

I swear we just keep doing more and more foolish things with land use.
