I’d say this is most accurate. I worked in Federal Law Enforcement (retired now) and we’re were caught 100% off guard. We had absolutely no idea about the threats of Islamic terrorism. We were never briefed and never trained on anything related to the topic. It was the flood in the Pentagon and the CIA who knew what was going on and never told anybody. Most of the damage occurred during the Clinton years because they just wanted to ignore the threat and enjoy the party.

I’ve likened this situation to the Hillary email stuff and the subsequent targeting and tapping of Trump. Only a select few were privy to the information.

When less people know, the bulk are surprised.

What a bunch of revisionist crap. The outgoing Clinton Administration specifically warned the incoming Bush team that:
1. "Bin Laden was determined to strike inside the US"
2. "there were foreign nationals learning to fly commercial airliners who had no interest in learning to land or take-off"
3. Richard Clarke (anti-terrorist and national security expert), who worked for Clinton and then Bush, sent Condeleeza Rice a memo on Jan. 25, 2001 to discuss the al-queda threat to the US.
