It's not a new idea. Look through the threads on this site and you'll find a handful of posters suggesting this going back long before the states started doing this. I tried to get a former AZ congressman that now makes his living in conservative media to front an effort to do this over 20 years ago. And I got the idea from the mayor of Cincinnati, who for a few years in the 90's was shipping his homeless to Phoenix during the winter.
That said, Abbot and Ducey are the first to actually get it done, and conservatives should rally around them/their effort. Texas has set up a fund for contributions - everyone here should donate and get their friends/family to donate also.
