I had some stock in a company named Morant, an offshoot of Georgia Power (SO NYSE).
Around 2000 or so, California was in a similar crisis. Morant was unable to fire up power plants in California because of environmental concerns, but provided electricity from plants outside their border. This caused the price to go up.
Morant never got paid.
