Talked to a friend in Jackson today. She says they will go months without getting a water bill. The same thing happened in New Orleans a number of years ago. In New Orleans this was a commercial establishment that typically used 40-50,000 gallons of water a day. That represents $7000-7500 a month in water fees and $14-15,000 a month in sewer costs. So it was over $20,000 a month in lost revenue to the NOSWB. This establishment being the responsible entity it is, called wrote letters and repeatedly asked for a bill. They were told to leave it alone.

My theory is that the NOSWB was trying to paint as bad a picture as possible in order to justify federal government grants and subsequent rate hikes due to the cash flow situation at the SWB. Don’t underestimate the evil and criminal intents of what’s happening in these cities. The worse conditions become the greater likelihood the federal or state government will be to “fix” the problem. The excuses will be numerous but at the root it’s criminal intent.

While there is a larger than fair degree of incompetence involved here I suspect an overt criminal intent to defraud the tax/rate payers. Just pay attention to what’s going on in many of these cities. It’s criminal and it’s premeditated.

I hadn’t thought about them deliberately destroying the system until you brought it up, but your theory does seem to fit the facts.
