Sounds like you might need to look at the carb and fuel filter.
I would not replace the whole mower for this. You could fix and rebuild a carb. There are YouTube videos on it - probably for the exact engine too. Kawasaki is a great small engine.
The newer EFI Kawasaki’s are another story. Don’t know much about those. Would actually prefer to have a carb than that long term.
