They weren’t taking in 2014. They were just a poorly constructed team. They were trying to win.
They had Upton, Heyward, Freeman, Simmons, Minor, Wood, Teheran, etc. and were coming off back to back playoff appearances.
2015 and 2016 were really the only years they were trying to lose and not making decisions to benefit their major league product.
2017 they signed/traded for tons of veterans in positions and had started calling up highly ranked prospects like Albies, Swanson, Newcomb, Wisler, Blair, etc. They were trying to make the WC game but weren’t good enough yet. Certainly weren’t trying to lose.
